These days there is countrywide debate and agitation over propriety of election of members of parliament and their activities in certain democratic countries like India. Even though people vote en-mass during election, they are not happy with performance of elected representatives. In fact there are many convicts and criminals in the Indian parliament and their entry in parliament is unchecked. Term after term they are elected, and once elected to parliament or assembly house of any state, their activities can not be brought to book under any act and they cannot be penalized whatever be gravity of crimes committed. Once elected, they are above laws. So now there is countrywide agitation to change law so that not only ministers but also government servants of different levels can be brought under judiciary.But the question is whether this change will make a lasting effect in democratic countries like India, even if change is given effect in reality. The book tries to offer certain solution to the problem.
