When a band of 30 high-tech pirates hijack Global Cruise Lines' 110,000-ton ship, Gigi, the world watches, as captured passengers are enabled to record and broadcast the events via the Internet. The Panamanian Government allows the pirates to take the cruise ship into the first locks of the Panama Canal. When the pirates blow up the two 2,400 HP diesel engines, which tow ships into the canal locks, the ship is stuck in the Panama Canal. Using citizen journalists, the pirates document a nuclear bomb and threaten to make this public, unless they are paid a $12 billion dollar ransom. The pirates hold nine high-profile hostages, including US Senator Brent Nolan. US Department of Defense Special Agent Katherine 'Kat' Davis is sent to Panama to kill or capture the hijackers, recover the ransom money and find the nuclear bomb, which was stolen from Russia, after the collapse of the Soviet Union in 1991. Kat and her associates capture or kill 28 of the 30 hijackers, recover the $12 billion ransom, return the nuclear bomb to its Russian owners, and rescue the nine hostages, who are being held in Venezuela. Though seemingly a huge victory for the Department of Defense, Kat fails to capture Joseph Bolling the billionnaire psychopath, who master-minded and financed the hijackers. The failure to close this vital loose-end has dramatic results for Kat Davis and the high level officials and family members, who support her.
