    This perceptive volume explores how European foreign policy is shaped by the increasing integration among national - transnational and international actors in Europe and across the Atlantic. While traditionally most theoretical models in International Relations focus on single actors or levels - Elke Krahmann develops a multilevel network approach which helps to explain foreign policy decision-making in a region where national and systemic borders are rapidly losing their significance. Integrating the British policy network approach with rational choice theory - the author illustrates how the interactions among a multiplicity of public and private actors define the European policies of national governments and international organizations.
