Investments to improve the energy efficiency of existing residential buildings in countries of the former Soviet Union (FSU) are an important part of the housing-sector transitions since the demise of the centrally planned Soviet economy. This report reviews the housing problem in FSU countries, surveys existing studies of the technical-economic opportunities for energy efficiency in multifamily residential buildings, and analyzes the linkages between energy efficiency and the housing problem. Recommendations for energy-efficient project design and implementation are given.
